How to Authenticate an Ethiopian Document at MoFA

An Ethiopian document is not ready for use abroad until the Ministry of Foreign Affairs (MoFA) has stamped it. MoFA stamps it only after another office has stamped it first, and which office that is depends on the kind of document. After MoFA, the country that will use the paper may add a step of its own.

This guide takes the chain in order, using MoFA's own list. It also says what MoFA does not publish, which is its fee and how long it takes.

What the stamps mean

Proclamation No. 922/2015 sets the rules. To authenticate a signed paper, an office checks its signature and seal against a sample or a sworn statement. Then it signs and seals the paper itself.

The same law gives MoFA the papers that leave the country. MoFA authenticates "documents that are to be sent abroad and require authentication under the law of the receiving country".

So each stamp vouches for the one before it. The first office vouches for whoever signed your paper, and MoFA vouches for that office.

There is no Ethiopian apostille

Ethiopia has not joined the Hague Apostille Convention, and it is not in the list of member states. If a notary or an agency abroad asks you for an Ethiopian apostille, they are asking for a stamp that does not exist. Ethiopian papers take the longer chain in this guide.

Step 1: Have the original in hand

The chain starts with the original paper from the office that issued it. If you have lost it, or never had it, getting a new one is a separate job. It has its own published price on our price list.

Step 2: Get the first stamp from the right office

MoFA publishes a list. For each kind of paper, it names the office that must stamp it first. These are the most common ones. The full list is longer, and it is linked under Sources.

  • Birth, marriage, divorce, death or single status certificate: the vital events agency, or a party it names.
  • School certificate from a region: the regional education bureau.
  • School certificate from Addis Ababa or Dire Dawa: the city education bureau.
  • Degree from a public university: the university registrar.
  • Degree from a private college: the Higher Education Relevance and Quality Agency, as MoFA's list names it.
  • Grade 10 or 12 exam certificate: the national exams body of the Ministry of Education.
  • Driver's licence: the regional or city road transport bureau.
  • Police clearance certificate: the Federal Police forensic office.
  • Court decision or order: the court registrar named on MoFA's list.
  • Power of attorney, declaration or oath: the regional justice bureau. In Addis Ababa the list names the city administration, and in Dire Dawa the city's document verification and registration office.
  • Translation of a legal paper, with the original: the regional justice bureau, or in Addis Ababa and Dire Dawa the document verification and registration office (DARS).
  • Business licence: the regional or city trade bureau.

A birth certificate or a degree does not start at DARS. It starts with the office that holds the record. If your paper came from a region, its first stamp comes from that region's bureau, which may be far from Addis Ababa.

Where DARS fits

DARS is the federal document authentication and registration agency, set up by Regulation No. 379/2016. By law, it stamps and registers papers in Addis Ababa and Dire Dawa.

On MoFA's list, it is the first stop for translations in both cities. In Dire Dawa it is also the first stop for a power of attorney, a declaration or an oath. Most certificates start somewhere else.

An authentication office can also stamp a copy. The law says it first checks the copy against the original, down to the signature and seal. The stamped copy then has the same value as the original. The country you send it to decides whether it takes a copy, so ask that office before you rely on one.

Step 3: The MoFA stamp

MoFA takes applications for this service through the government e-services portal. Its page for the service lists the first stamps above. The fields for the fee and the processing time on that page are empty.

Step 4: The last step, abroad

After MoFA, ask the office that asked for your paper what it needs next. Ethiopia's own embassies in two countries describe a step of theirs.

For Canada, the Ethiopian Embassy in Ottawa says a document that starts in Ethiopia must be authenticated by MoFA. It also says you apply through the Digital MoFA app.

For the United States, the Ethiopian Embassy in Washington says an Ethiopian paper must first be legalized by MoFA. Its fee is USD 59 if you hold an Ethiopian passport or an Ethiopian Origin ID card. Everyone else pays USD 90. It takes money orders only.

The embassy in Washington has two pages that disagree. One says that since 2 April 2026 this work runs only through the Digital MoFA app. The other still describes dropping off or mailing the paper. Ask the embassy which one applies before you send anything.

For any other country, ask that office and the Ethiopian embassy there.

MoFA's page does not list the fees of the first-stamp offices either. Some agency sites quote a MoFA fee with confidence. We will not repeat a figure the office has not published. Ask at each desk, and write down what you are told.

Do not promise a date to an employer or a university based on a figure from a website, ours included.

How do I authenticate an Ethiopian document for use abroad?

Can I authenticate a copy instead of the original?

Proclamation 922/2015 lets an authentication office stamp a copy after it checks the copy against the original. Under that law, the stamped copy has the same value as the original. The country you send it to decides whether it takes a copy, so ask first.

Can someone do this for me while I live abroad?

MoFA's page does not say whether someone else may apply for you. We have not found an official rule either way. Before you pay, we check with the offices on your chain whether they accept a representative. If one does not, we tell you, and you do not pay. A power of attorney signed abroad must itself be authenticated before offices here act on it. That step is yours, through the embassy or the Digital MoFA app.
