Power of Attorney Authentication for Ethiopia From the US

A power of attorney signed in the United States has to pass through several offices before anyone in Ethiopia will act on it. The usual order is a notary, then your state, then the U.S. Department of State, then Ethiopia's Ministry of Foreign Affairs through its Digital MoFA app. This guide takes each stamp in turn, with the fees each office publishes, and flags a trap that can stop your paper at the state step.

We do not write your power of attorney or tell you what it should say. That is a question for an advocate you hire directly. This guide covers only the stamps.

Why one stamp is not enough

Each office confirms the stamp before it: your state confirms the notary, and the Department of State confirms your state. Ethiopia's step comes after the Department of State's.

Ethiopia has not joined the Hague Apostille Convention. It is not among the 130 members in the convention's own list. So the short route, a single apostille, is not the one the embassy describes. You follow the longer chain.

Two ways to make the paper

The first is the Digital MoFA power of attorney, which you write or paste into the app's template. The app has six steps, and you fill in each one yourself. You pick your country, and enter your own details. Then you name who will act and what they may do. You set start and end dates, sign, upload supporting papers, and receive the certificate. The app states 24 to 48 hours.

The app's page does not mention a notary or U.S. stamps for this route. Ask the embassy whether yours needs them before you start.

The second is a paper power of attorney signed in the U.S. That is the one that needs the full chain below, and the steps that follow are for it.

Whichever you use, the powers you give are your decision. We cannot fill in that part for you or tell you what to write in it.

Step 1: Sign in front of a notary

Minnesota's office lists the power of attorney among papers that a Minnesota notary must notarize before the state will stamp them. Check your own state's rule before you choose a notary, including whether it stamps only papers from its own notaries.

Step 2: The state stamp

Send the notarized paper to the office in your state that authenticates documents. Your state's website names it. In Minnesota it is the Secretary of State. The U.S. Department of State says to get a state document stamped by the state that issued it before sending it on.

Fees and methods differ by state. Minnesota charges USD 5 per certificate, takes mail and appointments, and does not publish a processing time.

Watch for one problem here. At least one state now issues only an apostille, whatever the country. Minnesota has done this since 15 May 2018, and tells you to ask the embassy of the country where the paper will be used what it accepts. Ethiopia is not an apostille country. If your state gives you an apostille, call the Ethiopian embassy before you send anything further.

Step 3: The U.S. Department of State

The Department's Office of Authentications stamps the state's certificate. For countries outside the apostille convention, it issues what it calls an authentication certificate.

The fee is USD 20 per document, set in the federal fee schedule. The Department says it processes a request sent by mail within five weeks, and one dropped off in person in seven business days. The embassy in Washington says every document from the United States must pass this step before it goes into Digital MoFA.

Step 4: Ethiopia's step

The embassy in Washington says that since 2 April 2026, powers of attorney and document authentication run only through the Digital MoFA app. Its app lists six steps for a paper made abroad. The first is "Get Documents Verified by Local Government". Read with the embassy's page, that means steps 1 to 3 above. Then you fill in the form, upload supporting papers and the stamped paper, and pay. That page publishes no processing time and no fee.

The embassy's power of attorney page still describes the older mail route. It asks for a form, your ID, and a prepaid, tracked return envelope. It charges USD 62 per document if you hold an Ethiopian passport or an Ethiopian Origin ID, and USD 95 if you do not, by money order only.

These two pages disagree. We will not guess which one the embassy uses on the day you file. Ask before you pay or post anything.

A notary's fee depends on the notary and the state. You pay every fee in this table yourself, to the office that charges it. None of it passes through us.

Once it reaches Addis Ababa

A Digital MoFA power of attorney is collected at the Ministry of Foreign Affairs in Addis Ababa. The app says your agent brings the reference number and a valid ID.

Ethiopian law also asks for registration: a number, plus a copy left with the office. Ask the office in Ethiopia that will act on your paper whether it also needs registering with DARS, the federal document agency. If it does, that is the step we sell.

We have not found an official rule on whether DARS takes a power of attorney from a representative. Before you pay, we check. If it does not, we tell you, and you do not pay.

Our timeline (5 business days from POA receipt) covers our own steps only: from the day your documents reach us to the day we lodge your stamped power of attorney with DARS for registration. DARS does not publish a processing time for registration, and it is not part of it.

That fee is ours alone. Official fees in Ethiopia are separate, and are passed on at cost with the receipt. We add nothing to them. The U.S. and embassy fees above are yours to pay directly.

Can I use the Digital MoFA power of attorney instead?

The app lets you write a power of attorney inside it, in six steps, and states 24 to 48 hours. Its page does not say whether that route needs U.S. stamps, so ask the embassy. The powers you give are yours to write. We cannot fill them in for you.

Can Agar authenticate my power of attorney in the U.S.?

No. The U.S. steps are yours: the notary, your state, the Department of State and the Digital MoFA upload. We take over in Addis Ababa, once the stamped paper exists. We do not draft powers of attorney or give legal advice.

Is your power of attorney stamped and on its way?

Once it reaches Addis Ababa, and if the office that will act on it needs it registered, we lodge it with DARS, carry out one task from our published price list under it, and send you the receipts. We never write the document.
