Ethiopian Birth or Marriage Certificate From Abroad

If you are an Ethiopian citizen, you do not need to fly home for your birth certificate. A family member in Ethiopia can apply for it under a power of attorney. A marriage certificate is harder, because the office hands it to people who come in person. A country abroad may want the paper authenticated or legalized. Then it needs two stamps: one from the office that issued it, and one from the Ministry of Foreign Affairs (MoFA).

Who issues these papers

Since March 2025, the law on these records is Proclamation No. 1370/2025. It puts the Immigration and Citizenship Service (ICS) in charge of civil registration across the country.

In Addis Ababa, the certificates come from the city's Civil Registration and Residency Service Agency (CRRSA), through its woreda offices. The U.S. State Department also names the Vital Events Registration offices, and the Refugees and Returnees Service for refugees.

In Oromia, which includes Adama, the State Department mentions the Oromia Regional State Civil Registration Agency in its fee notes. We could not find that agency's own rules online.

The same law says Ethiopian embassies serve as civil registration offices for Ethiopians abroad. Ask yours what it does in practice before you rely on it.

Birth certificate

The State Department covers Ethiopian citizens who live abroad. It says a family member with a power of attorney can get your birth certificate, or a replacement. They apply at your family's local district office. Former citizens, the same page says, also send copies of their current passport and their visa or residence permit.

But another line on that page says people born in Ethiopia who are not citizens can get a new or replacement certificate only in person, in Ethiopia. The page contradicts itself. Before you pay, we ask the office which rule it follows.

That page names a family member. It does not say whether someone outside the family may apply. Before you pay us, we ask the office whether it will serve our agent. If it will not, we tell you, and you do not pay.

One supporting paper is enough for the certificate, the State Department says. It can be a hospital or baptismal certificate, a school attendance document, or an ID card. If a birth was never registered, the law asks for a reason for the delay and evidence to support it.

Old certificates and corrections

Ethiopia launched a central digital registry in 2017. The State Department says the U.S. Embassy in Addis Ababa only accepts birth, marriage and death records in the standard national format. It no longer accepts birth certificates in the older local formats.

Records made under earlier laws stay valid under the new proclamation, unless they conflict with current law. If an old certificate is lost or damaged, the law lets the office issue a replacement from the old register. You bring a police report or the damaged paper, and pay a fee.

If a name or a date on the record is wrong, the civil registration office can fix a clerical mistake. Any other correction needs a court judgment, under Article 52 of the proclamation. That is work for an advocate you hire directly. We do not handle it.

Marriage certificate

The State Department says a marriage certificate is available to those who come in person. They go to the woreda office where the marriage was registered. It gives one exception: a couple married in a sharia court may name a family member or representative through that court.

We have found no rule that lets an agent collect the certificate for a couple abroad who married outside a sharia court. So we do not sell that. If you already hold the certificate, the stamps are a separate job, covered below.

For U.S. visas, the State Department accepts only the national standard format marriage certificate. Before 2017, marriage certificates were issued at district level, with no standard format.

Single status certificate

In Addis Ababa, CRRSA issues a certificate of unmarried status, often called a single status or non-marital certificate. Its Directive No. 145/2023 lets a legal representative apply. The power of attorney must say clearly that the representative may produce evidence of your marital status. You also give a copy of your ID or passport and a passport-size photo taken in the last six months.

The directive adds one more step for Ethiopians by birth who live abroad. It covers a request made through "a foreign representative". That paper must be registered and verified by MoFA and by DARS, the federal document agency. Our guide to power of attorney legalization covers the U.S. side of that chain.

The directive says the office confirms you are unmarried from the residency record or the digital registration, and the applicant also takes an oath. The certificate is valid for six months. It describes your marital status in Ethiopia only.

The State Department says the applicant brings three witnesses to the office where they live. Before you pay, we ask the office how the oath, the residency record and the witnesses work when a representative applies.

Outside Addis Ababa and the Somali region, the State Department says a local court issues it, usually the kebele's social court. That includes Adama. We do not sell the court route.

These are the State Department's figures for Ethiopian citizens. It says fees may differ a little by office. Proclamation No. 1370/2025 says a certificate is free when the event is registered on time. Late registration costs a fee set by the Council of Ministers. We could not find that rule. Confirm the fee at the desk.

No office publishes a processing time. Do not promise a date to an employer or an embassy based on a figure from a website, ours included.

Getting the stamps for use abroad

MoFA's list names the first stamp for these certificates. It comes from the civil registration agency, or a party it names. Then MoFA stamps them. Our guide to document authentication in Ethiopia covers the MoFA step.

After MoFA, the country that will use the paper may add its own step. The UAE is one example. Its foreign ministry says the issuing country's foreign ministry attests a document first. Then the UAE embassy or consulate in that country attests it. The UAE foreign ministry then attests it again in the UAE. For any other country, ask the office that asked for your paper.

The law says regional offices issue certificates in the region's language and the federal working language, and in English where needed. Federal offices always add English. We found no official rule on translations abroad, so ask the office that will receive it.
